This adds a
spr.createDependencyCommentsconfig option that allows opting into creating a comment on the pull request that lists any other dependencies that need to be merged first. I saw this in pull requests created using graphite and I believe it is useful for long-running stacks of pull requests to see which dependencies are still blocking.See arichardson/spr-test#4 for an example.
