Adds `constraints.go` matching the repo's toolchain so Renovate provisions a compatible Go version when running `go mod tidy` post-update. Without this, Renovate's sandbox uses an older Go and tidy fails silently as `renovate/artifacts`, leaving stale go.sum entries that break CI.
