It's not used in Spryker packages directly and according to the ticket, TE-7125 was replaced with an ErrorHandler component.

@asmarovydlo This package has been abandoned for already 2 years, see https://github.com/symfony/debug. Also in the next version of Composer 2.7 will start complaining about this: |
