This PR upgrades ESLint and TypeScript to their respective latest versions. As part of this upgrade, some of the configurations and rules had to change as well. The addition of
@stylistic/eslint-pluginandeslint-plugin-perfectionistprovides many auto-fixable rules for code style. Most of the changes in this PR come from the auto-fixes of these new rules.
