Description

What is the purpose of this pull request?

This pull request:

• adds the script to pickup the structured package data from the package.json of scalar kernels, and write it into a JSON database.

@gunjjoshi Did some light refactoring of the generation script. I did not test locally. I suggest pulling down and confirming that everything still works as intended.

@kgryte Thanks for making the changes. I tested it locally, and it works in the same way as before. The generated unary.json file is same as how it was before refactoring.
