Fixes bug with determining context given namespace. Currently, if there are multiple contexts with the same namespace and that namespace is the one chosen for the run, the refresh flow won't happen. However, the
namespaceargument does not actually influence which context we should choose.While I was cleaning that up, I cleaned up some of the surrounding code.
