Forcing SVGO module download with go module and sum file.
Also switched to the standard lib for svgo float.

The custom polygon cut option wasn't being applied to the board because the cut polygons and keep polygons weren't being merged together after the custom polygon were added to the cut list.
Also update go.mod to force the use of your specific float svgo, so you don't have to jump through hoops to get the project running.
