- Cache alpine packages to reduce load on alpine mirrors
- Use Alpine 3.20 for Python 3.12
- Only run selected combinations for different configurations (compiler, alpine version, C++ version)

This allows the job to run without the build dependencies. Alternatively, this flag can be removed in favor of installing the dependencies for the header files.
