Version <1.7 of jose2go included JWE code vulnerable to denial-of-service. This vulnerable is not believed to impact the vehicle-command package, but we are updating as a precaution. See dvsekhvalnov/jose2go#33.
Fixes improper mutex scope. Only test code is affected. Updates to v0.4.1.
