CC-1: add model_tier to every skill sidecar#86

Part of the skill audit's cross-cutting baseline pass (site/docs/ skill-audit-v1.md). Every public skillshelf.yaml sidecar now declares a model_tier. Values per the audit's state table: premium (2): brand-voice-extractor, write-positioning-overview (map-pdp-structure was promoted to premium separately in #85) high (11): apply-brand-styling, audit-pdp, brand-glossary, business-context, competitor-overview, content-template, customer-profile, product-benefits-map, rewrite-pdp-copy, write-product-descriptions, write-skill medium (6): adapt-skill, audit-google-merchant-feed, brand-guidelines-extractor, build-category-badge-framework, extract-review-insights, product-attribute-dictionary low (1): variant-option-normalizer Co-Authored-By: Claude Opus 4.7 (1M context) <noreply@anthropic.com>
