Fixs #628 to bootstrap from backup

What this PR does / why we need it

This PR enables bootstrap from backup feature for a new deployment from an old deployment's S3 bucket backup.

looks like the CLA assistant is broken and my signature was registered and not registered at the same time. I've updated my secondary email address to verified. All the lawyerly IP bits should be sorted now.
