Also adds a
package-lock.jsonfile so the CI will know what versions to use for the dependencies.This is also being used for libs, even if the canonical versions required should be in
package.jsonas for apps.This PR likely won't run the Actions since I'm an outside contributor adding it for the first time. You can enable it to run it though I think, you can also see the result here: odinho#1
