Describe the new behavior?

Implements a css-only version of the tooltip component. With animations and good looks.

Additional information

This is only partially complete. Leaving here in case someone wants to finish the work.

Remaining work:
[ ] Clean up scss for forge-tooltip
[ ] Support different positions (left, top, bottom)
[ ] Support different animation directions
[ ] Finish documentation
