The current version of the website has titles for each category, and when you click on a navigation item, it just expands the section, but doesn't display any new content in the body of the site. There is then an overview item for most categories that summarizes the content in that section.

This behavior is different from hyp3-docs, where we associate content with each navigation menu. I personally prefer that approach to minimize clicks, but I understand that some users may find the current nisar-docs approach more familiar. The one downside is that if a user clicks directly on the arrow to expand the category, they may miss the content associated with the header.

This PR implements the alternate approach, so that we can compare the options and decide which behavior we'd prefer. The reference links (and therefore the target URLs for the content) were not changed.

I intended to open this PR to ASFHyP3:main, but forgot to change the default target. As such, this PR includes the sample data content that was already pushed to ASFHyP3:main but has not yet been released to upstream main.
