Write coldfront.api logs to portal log

• Updated LOGGING so that coldfront.api logs are sent to cf_my*rc_portal.log, not cf_my*rc_api.log.
  • Filtering may be done using grep, or jq (when logs are structured).
• Removed configuration of the API log file path.
