Summary

allow the Add+ placeholder card to store added/removed state unless a page explicitly locks it
enable toggling on app-store category pages 002–005 while keeping page 006 pinned as a fallback
respect the stored Add+ preference on dashboards 002–005 and continue surfacing it on dashboard 006
