Add release slider with dynamic library popups

• add a release navigation bar with dropdown selector, timeline slider, and padlock popups to the home and technology pages
• style the new controls and update navigation labels to highlight the Technology page
• implement shared scripting that handles slider interactions and resolves library links to the hosted or local site automatically
