docs: enhance README with project overview and key features

This will update the README to add:

• A brief description of the VAST CSI Driver's purpose and capabilities
• A comprehensive list of key features based on the CHANGELOG
• Updated formatting with clear section headers and fix grammatical errors
• Link to the folder with all CSI documentation instead of the outdated 2.3 administrator's guide
