Intended to unblock Mozilla's work to upgrade WGPU, which now consumes a
hashbrown. Firefox resists having duplicate dependencies, and it useshashbrown0.12. WGPU is already consuminghashbrown0.14.rusqlite0.30.0 → 0.31.0 mozilla/application-services#6219.
