Added support for Singularity docker client and Cromwell CWL implementation. Tested on single server by running Cromwell first using Singularity and then udocker. Configuration files cromwell.singularity.conf and cromwell.udocker.conf are provided to docker client implementations Singaularity and udocker, respectively.
