This change is to help packaging experience to predict required inputs for the project. * .gitignore: Exclude go.mod and go.sum. * go.mod: New file. * go.sum: New file.

While packaging https://github.com/francoispqt/gojay for Guix I've faced with an issue that transient dependencies are not mentioned in https://github.com/viant/toolbox.
This change bring go.mod and go.sum to reflect required modules for this package.
