- Break out the usage into a tagged vim helpfile for compatibility's with Vim's :help
- Since script only works under Windows, prevent loading when in a non-Windows environment. This allows users to keep the same set of plugins on multiple systems without the need to customize by platform.
Prevent load on non-windows machines, with which the script is incompatible. Some comments added. Help portion removed and moved to separate helpfile.
