Add vut prefix to Vutils symbols and separate tests#101

In the future commmits, vunit will start using vutils. To avoid a circular dependency on meson, we need to separate vutils unit tests into a new subproject.

To avoid naming conflicts let's add the "vut" prefix to the exposed functions, struct and header guards.
