This pull request merges the upstream interleavesound (and normalsound) changes from the
superdarn/control_programsrepository into thegbr-operationsbranch of thevtsuperdarn/control_programsrepository. All of the site-specific information already on thegbr-interleavesound_range-updatebranch should still be intact (ie the use ofinterleave_sounder.datrather than a more genericsounder_[rad].datfile).
