The duplication of `EncryptedData` elements for a single resource caused EPUBCheck to throw an `IllegalArgumentException`. Duplicating the element is probably a red flag but is not strictly dissalowed by the spec, so this commit simply prevents throwing an exception, until the specification or expected EPUBCheck behavior is clarified. Fixes #1607
