The python scripts related to publishing ibvl data (sending TSV formatted data into a live database) are in the /publisher directory, so this should not affect normal pipeline operations.
It was decided a good idea to keep the publishing code in the same repo since is heavily dependent on the table structure (pipeline output TSV files). As changes are made, it should be easier to run tests to ensure the tabling script outputs are compatible with the publisher scripts.
This PR should be merged as a single squash commit, so that pipeline development change tracking isn't obscured
