2015 04 mn adding participation

this adds the possibility of participation to publications. I am still working on this.

still missing:

• configure where to send the participation forms (to emailadress)
• create printversion to be send by mail
• allow users to decide between public and private mode (when public, other users can see their statements)
• design for public participation (when users decide to make their comments, statements etc. public, how should that be displayed on the page ?)
