Prevent premature task completion in Cline brainstorming/planning#30

In Cline's auto-approve mode, the model sometimes marks "Task Completed" after creating the workflow file, skipping execution options. This splits brainstorming Step 8 into Step 8 (create file) + Step 9 (present options) and adds HARD-GATE blocks to both brainstorming and planning rules requiring the user to choose an execution mode before task completion.
