Add support to serialize session account with external permissionPlugin.

  • export isPluginEnabled from core sdk.
  • add external plugin to getPluginEnableSignature and isPluginEnabled in kernelPluginManager.
  • add isExternalPermissionPlugin flag to serializePermissionAccount
  • add isExternalPermissionPlugin flag to serializeMultiChainPermissionAccount
