What this PR does / why we need it:
Currently Pulsar container image version 3.0.7 is being used, which contains a number of vulnerabilities. This change upgrades the Helm chart to 3.6.0 (which seems to support the Alpine-based Pulsar 3.3.x container images), and upgrades the Pulsar container version to 3.3.9, which is the latest 3.x release.
