[WIP] Fix CI failure by disabling publishing for example projects

Original prompt

CI is failing because it attempts to publish example projects which should not be published. To fix this:

• Update the root build.sbt so the following example projects have publishing disabled:
  • zio-http-example-jwt-bearer-token-auth
  • zio-http-example-jwt-bearer-refresh-token-auth
• Add publish / skip := true to the settings for each example project.
• This applies to the current commit ref: bb3c664
