Feat/df 607 - Bypass validation when clicking 'Save and exit'

Proposed change

In tandem with PR DEFRA/forms-runner#1031, this allows 'Save and exit' to be used on a partially filled page i.e. the validation is bypassed before going to 'Save and exit' to save the state.
