In tandem with PR DEFRA/forms-engine-plugin#284 this handles a user being able to only partially fill a page (without validation) before clicking 'Save and exit'. The 'Save and exit' process will save the unvalidated state and restore it on resume.
Requires PR DEFRA/forms-engine-plugin#284 to be merged for pipeline to be successful (merged now)
