This brings in changes made on the mache side.
This resolution comes mostly from mache.parallel. On Aurora, node counts 17-255 aren't allowed. We add a way to drop to 16 nodes if possible and jump to 256 if required.
This is now in mache instead.

Things seem to be working. Now waiting for Perlmutter to become available and for Aurora GPU tests to make it through the queue. |

Previously, the error code from Omega or MPAS-Ocean builds was not getting trapped because of the use of the `tee` command.
These changes are needed to build Omega with latest modules on Perlmutter, Aurora and Chrysalis.

mache.deploy,mache.jigsawandmache.parallelThe Omega submodule is updated to bring in E3SM changes needed to support the latest modules on Aurora, Chrysalis and Perlmutter.
For this round, I will not be testing or deploying on Frontier, though I will attempt to follow up later on that machine.
I have also not yet got oneapi-ifx working on Chrysalis so I will not be testing or deploying that configuration until later.
