Upgrade everything & Add login and blacklist

• adds login and blacklist
• changes game loop to fully stop when stopped (including events and images)
• changes settings format to be save
• upgrades to react router from reach router
• upgrades to use redux toolkit
• upgrades all packages to the latest version
• applies sane prettier to all files
• applies sane eslint rules to all files
• enforces yarn instead of npm and a fixed version of node 16
• updates the readme with information from the forum thread

This also changes the buttplug integration to work with Intiface.
buttplug-js version 3 doesnt support web bluetooth anymore.
Intiface works on all platforms, so this is a good replacement.

I've done a quick skim thru this, and I'm good with it before the eslint changes.

Since this deals with credentials from users, let me deploy everything prior to the eslint commit. Then I can skim the eslint --fix changes later.

hey @pupgray, could you maybe take a look at some point soon?
that would be lovely. I dont like having PRs open for too long and its been a year now.
I would like to merge or close this at some point soon.
