Contribution description

Repeats #17130 for examples/gcoap_dtls as it works with lwIP too.

Testing procedure

I tested it by connecting to the SecureServer example of Californium. Don't forget to set LWIP ?= 1

Using tinydtls on RIOT OS is not limited to GNRC as network stack.
It is also working with e.g. lwIP, see: RIOT-OS#17552
Therefore the name WITH_RIOT_GNRC is misleading.

It is also working with e.g. lwIP, see: RIOT-OS#17552
Therefore the name WITH_RIOT_GNRC is misleading.
