1361 python CI: Build wheels without SDist

Changes and Information

Please briefly list the changes (main added features, changed items, or corrected bugs) made:

• buildd wheels directly from the working tree instead. Skip SDIst for now
• In latest version, the default case was set using the SDist. Therefore, our CI was failing in the last days

If need be, add additional information and what the reviewer should look out for in particular:

• We have to move on from the setup.py (to get a functional SDist). We should do this with a pyprocect toml file as started in Switch from setup.py to pyproject.toml #1111

• On merge, add 2-5 lines with the changes (main added features, changed items, or corrected bugs) to the merge-commit-message. This can be taken from the briefly-list-the-changes above (best case) or the separate commit messages (worst case).
