This PR updates the CI pipeline to allow for configuring the S3 provider and bucket more generically through GitHub Actions secrets and variables.
This is part of a larger effort to move away from Cloudflare, and this is one the last stragglers-- where we're using Cloudflare R2. On the infrastructure side, the URL
https://development-content.brioche.devis already set up to serve from both the old R2 bucket and the new DigitalOcean Spaces bucket, so this should be a clean cut-over.
