Fix overall CI

What's new

• requires Fix jazzy ci #1078 to fix and update jazzy branch's testing incantations
• regular push/pr-based testing only runs against rolling
• move matrix based testing to nightly, to test for upstream breakages only, since no new features are going to be introduced into jazzy
• small fixes to get CI happy

See workflow runs in 6624f41 for the tests. where all workflows were triggered manually

• I tested the behavior of the components that interact with the backend, with an e2e test
