Objective
Related to #17591. The denylist may be too strict. I assume Mali GPUs should work with
GpuPreprocessingMode::PreprocessingOnlybefore.Solution
Change the denylist to filter out Mali GPUs for GPU culling instead of GPU preprocessing.

Tested with Mali G76, driver v1.r34 and it works:
