Change the Mali GPUs denylist of GPU preprocessing to Culling level

Objective

Related to #17591. The denylist may be too strict. I assume Mali GPUs should work with GpuPreprocessingMode::PreprocessingOnly before.

Solution

Change the denylist to filter out Mali GPUs for GPU culling instead of GPU preprocessing.

Testing

Tested with Mali G76, driver v1.r34 and it works:
