Also tucked onto this branch was a missing feature - assigning a specific image to use for each Job. Without that, Hail defaults to the US-region docker image |

Removes ~120 ignored linting rules in ruff (most of which would have passed anyway), and makes a couple of adjustments (e.g. removing unused imports)
